When you pay for a credit / xp boost it shouldn't just goto one slot, but should goto any slots you have. After all you do pay for it, so why is it still just one soldier slot instead of all slots?

well, the thing is, they make more money that way. and any changes that would give them less money WILL NEVER HAPPEN. sorry
