I`m a bit confused right now. I always thought that stocks did the same effect on all guns within a given class.

So if you look at this example for assault:

You see that on one gun stabilized lowers horizontal recoil by 0.31, and on the other stabilized lowers it by 0.26.

Was it always like this? I didn`t know that effects of a stock varied across guns within the same class

Stabilized Stock modifies the initial left/right recoil value not the ADS value. The ADS value gets calculated by applying the zoomModifier and SCAR-L and 416C have different zoomModifiers. If you look at the normal "Recoil Force Left/Right" stat, you'll see that Stabilized Stock has the same effect on both weapons: 0.45 horizontal recoil reduction.

The zoomModifier in this case refers to the recoil.zoomModifier value defined in the weapon file e.g.

ObjectTemplate.recoil.zoomModifier 0.68

It defines the amount of recoil you get when you ADS. The other values (e.g. recoilForceLeftRight) define the initial/hipfire recoil stats. The ADS recoil gets calculated by applying the zoomMod over the initial recoil values. The initial values are the ones that Stabilized stock modifies; Nemesis and Tactical on the other hand modify the zoomModifier, so they have no effect on hipfire recoil.
