If people really wants to drive the APC/Tank, they'll spend 1 TP for it. The option to only allow people with a TP to drive armor will only separate the ones who wish to specialize in armor driving from the ones that just want to mess around in it.

Also, about newbies being not allowed to drive at lvl. 1... it's not that hard (or takes THAT long) to get to lvl. 3 and unlock 2 training points to drive tank and APC.

IMO you should be at least lvl 5 to be able to drive a large vehicle(tank or apc) it is supposed to be hard for new players, and it really isn't fair that people can just lvl up sitting in an apc, while being totally useless on foot.
