Balance? EAsy. It can only be loaded with two rounds per mag, and worse, they have to be individually loaded, it has no magazine.

yeah... I'm serious on the PPSh-41 though... I mean, that beast's an SMG with 71-bullets long before it was 'super innovative' for an SMG to have more then 30bullets, which only the PP-19 bison and FN P90 do atm. You could easily ballance it by adding recoil and deviation, it's an old guerilla weapon anyways.
