They only just started doing that in the last few Updates, but there is no real (public?) 'Changelog'.

You can find the changes in the Alerts or Game and Store updates section.

Not really.. Silvanoshi has always posted changelogs after a game update. They just stopped for a few weeks/month (during the time when Silva left)
